6-6-9: APPEAL PROCEDURE:
Any applicant shall have the right to appeal the park and recreation director or designee's denial of a permit or imposition of conditions to the city administrator. The denied applicant must make any appeal within seven (7) business days after transmittal of the denial or approval from the park and recreation director or designee by filing a written notice of appeal with the parks and recreation department setting out the reasons therefor in writing. The city administrator or designee shall hear the appeal and reach a determination no more than seven (7) business days after the notice of appeal is filed with the parks and recreation department. If the applicant has further reason to appeal the city administrator's (or designee's) determination, said applicant must submit a notice of appeal within three (3) business days following the city administrator's (or designee's) determination to the city clerk to be heard by the city council. The city council will hear the appeal at a regular or special meeting. The city council will make best efforts to reach a determination prior to the planned date and time of the parade/public assembly. (Ord. 619, 4-12-2023)
