6-6-3: PERMIT REQUIRED:
No person shall engage in, participate in, or conduct any "parade" or "public assembly" as defined by this chapter upon any street, lane, alley, highway, sidewalk, park or any other public place within the city unless a permit has been issued by the city clerk for the date and location involved.
