6-5-5: GENERAL REGULATIONS:
   A.   Parking Prohibited: No person shall stop, stand or park a vehicle except in compliance with the law or at the direction of a police officer:
      1.   With any portion of a vehicle on a sidewalk.
      2.   Blocking an intersection, fire hydrant, or fire lane.
      3.   Within twenty feet (20') of a stop sign, crosswalk, or the corner of an intersection, or such other greater distance as indicated by signage posted by the city.
      4.   In any manner that denies access to a public or private driveway.
      5.   On the roadway side of any vehicle stopped or parked on the edge or curb of a street.
      6.   Alongside or opposite any street excavation or obstruction, except in a designated parking space.
      7.   Upon a bridge or elevated structure.
      8.   Across lines designating the placement of vehicles.
      9.   Unattended, with keys in the vehicle.
      10.   Parked facing the orderly flow of traffic.
      11.   Over the legal limit as indicated by sign, meter, or zone.
      12.   At any public location where a special permit or decal is required.
      13.   At any place where official signs prohibit stopping or parking.
   B.   Time Limitations:
      1.   Time Limit: No vehicle, major recreational vehicles or equipment shall be parked or stored continuously at the same location or combination of locations within the same block on any public street or public alley in the city for more than a period to exceed forty eight (48) hours. For the purpose of this chapter, "major recreational vehicles and equipment" are defined as including, but not limited to, boats and boat trailers, pickup campers or coaches (designed to be mounted on automotive vehicles), motorized dwellings, tent trailers, and the like, whether occupied by such equipment or not.
      2.   Loading Zone: Locations designated and marked with limits on standing to thirty (30) minutes or less.
      3.   Restricted Zone: Locations marked by yellow painted curbs or signs restricting parking to ten (10) minutes or less during normal business hours.
      4.   Prohibited Zones: Locations marked by red painted curbs or signs stating "No parking at any time".
   C.   Alley Parking: No vehicle shall be parked in the alleys of the city except for the purpose of loading or unloading, which shall be done as expeditiously as possible and shall not exceed thirty (30) minutes' time on each occasion unless prior permission is obtained from the police department.
   D.   Parallel Parking:
      1.   Vehicles shall be parked parallel to the curb on all streets and avenues, with the right hand wheels within eighteen inches (18") of the curb or roadway edge, unless otherwise posted or striped.
      2.   In one-way zones, vehicles shall be parked parallel to the curb with either the right hand wheels or the left hand wheels within eighteen inches (18") of the curb or roadway edge, unless otherwise posted or striped.
   E.   Handicapped Zones: No person shall park any vehicle in a parking space designated for handicapped parking, except for a vehicle that is momentarily in the space for the purpose of allowing a handicapped person to enter or leave the vehicle or unless the vehicle is displaying a special handicapped license, card or sticker issued by this state or another state.
   F.   Private Property: It is unlawful for any person to park any vehicle upon the private property of another without the consent of the owner of such property. The police department is authorized to remove a vehicle from private property to a place of impound at the request of the property owner or his agent.
   G.   Overnight Parking In Residential Areas:
      1.   Restrictions: It is unlawful to park or otherwise leave overnight, or between the hours of one minute after twelve o'clock (12:01) A.M. and six o'clock (6:00) A.M., on any public street or public alley in the city on those areas classified as residential by the official zoning ordinance, commercial trailers and/or vehicles over ten thousand (10,000) pounds' licensed gross vehicle weight, the principal use of which is the transportation of commodities, merchandise, produce, freight, animals, vehicles, passengers for hire, or backhoes, tractors and cranes.
      2.   Exceptions: The provision of subsection G1 of this section shall not apply when a vehicle is parked: a) for any purpose incident to any lawful construction project located within the immediate vicinity of such parked vehicle; b) for any purpose incident to a lawful commercial or industrial operation located in any residential area and conducted under a conditional use permit and so long as the vehicle is parked within one hundred feet (100') of such commercial or industrial operation.
