A. Purpose: The purpose of this chapter is to establish guidelines, identify violations, and set fees to regulate the orderly parking of vehicles within the city limits of Rathdrum.
B. Definitions: The following terms, phrases and derivations shall have the meanings given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural include the singular, and the singular includes the plural. The word "shall" is always mandatory and not merely directory.
OPERATOR: Every individual who shall operate a vehicle as the owner, agent, employee or permittee of the owner, or who is in actual physical control of a motor vehicle.
PARK OR PARKING: The standing of a vehicle, whether occupied or not, other than temporarily and actively engaged in loading and unloading goods, people, or merchandise as prohibited by ordinance.
PERSON: Any individual, firm, partnership, association, or corporation.
STREET: Any public street, avenue, road, alleyway, highway, lane, path or other public place located in the city of Rathdrum and established for the use of vehicles.
VEHICLE: Any device in, upon or by which any person or property may be transported or drawn upon a highway, except by devices moved by human power. (Ord. 410, 1-9-2001)
