It shall be the duty of the Police Department of the City to enforce the provisions of this Chapter. The Police Department shall be authorized to stop any violator and arrest the operator of the offending vehicle. In the event that it is impossible to apprehend the vehicle, the officer shall note the time, speed and numeral markings of the vehicle and file a complaint with the City Prosecutor against the corporation operating said vehicle.
