It is unlawful and shall be considered a separate offense under this chapter for any parent, guardian or other adult person having the legal care and custody of such minor, after being notified to do so by a law enforcement officer, to refuse to come immediately to any location designated by a law enforcement officer where the child is ordered to remain for pick up and to refuse to take charge of such minor.
