8-4-1-1: PURPOSE AND POLICY:
This Chapter sets forth uniform requirements for discharges into the City of Rathdrum wastewater collection system and the Post Falls Publicly-Owned Treatment Works (POTW) and enables the City to protect public health in conformity with the Federal Clean Water Act (33 USC 1251 et seq.) and General Pretreatment Regulations (40 CFR part 403). The City of Rathdrum conveys its sanitary sewer to the City of Post Falls POTW.
The objectives of this Chapter are:
   A.   To prevent the introduction of pollutants into the City's wastewater collection system which will interfere with the normal operation of the Post Falls POTW or contaminate the resulting sludge;
   B.   To prevent the introduction of pollutants into the Post Falls POTW which will pass through, inadequately treated, into receiving waters or otherwise be incompatible with the Post Falls POTW;
   C.   To ensure that the quality of the Post Falls POTW sludge is maintained at a level which allows its use and disposal in compliance with applicable statutes and regulations.
   D.   To protect the Post Falls POTW personnel and the industrial pretreatment compliance personnel who may be affected by wastewater and/or sludge in the course of their employment, and to protect the general public; and
   E.   To improve opportunities to recycle and reclaim wastewater and sludge from the system.
This Chapter provides for regulation of industrial and domestic discharges into the City of Rathdrum wastewater collection system and shall apply to all users through the enforcement of administrative regulations. This Chapter authorizes the issuance of wastewater discharge permits; authorizes monitoring, compliance and enforcement activities; establishes administrative review procedures; requires user reporting and provides for the setting of fees for the equitable distribution of costs resulting from the program established herein.
This Chapter does not provide for the recovery of operations, maintenance or replacement costs of the Post Falls POTW or the costs associated with the construction of collection and treatment systems used by industrial users, in proportion to their use of the Post Falls POTW, which are the subject of separate enactments.
