5-2-3: ANIMAL CONTROL OFFICER:
   A.   Duties: The animal control officer of the city shall have the following described duties:
      1.   Issue Citations: To issue citations and/or warnings to any person found to be in violation of this chapter when deemed appropriate by the Animal Control Officer;
      2.   Apprehension And Impoundment: To apprehend any dog, animal or fowl found running at large contrary to the provisions of this chapter and to impound such dog, animal or fowl in the city pound or other suitable place;
      3.   Notify Owners: No later than one day after the impounding of any dog, animal or fowl by the animal control officer, the owner shall be notified, if known, or notice posted, as provided herein by the animal control officer, advising the costs and charges as set forth herein, and the place of payment. Notification is deemed sufficient if a reasonable attempt is made by the Animal Control Officer to notify the owner by telephone; no actual contact is required. Posted notice is deemed sufficient if the notice is posted on the official public bulletin board at the Rathdrum Police Department.
   B.   Interference With Animal Control Officer Prohibited: It is unlawful for any individual to interfere in any manner with the animal control officer while the officer is carrying out the duties of the animal control officer as prescribed by this chapter.
