(A) The Captain of Police shall assist the Chief of Police in the management of the Department and, as representing the Chief, shall have authority to issue orders and instructions and attend to all details of the Police Department.
(B) In the absence from the town or during his or her incapacity from any cause, the Captain of the Police shall act as Chief and while so acting shall have all the power and authority of the office of the Chief of Police.
