(A) The primary purpose of the Police Department is to protect life and property, keep the peace and prevent crime, and to arrest violators.
(B) As a consequence, it is the duty of the police:
(1) To promote the observance of the laws of the state within the town, and the lawful orders of the duly constituted authorities; and
(2) To prevent crime, to pursue and apprehend offenders, and to obtain the legal evidence necessary to ensure the conviction of the offenders in the court.
