(A) The Board of Commissioners finds that the construction of towers may cause unusual problems and hazards to the residents and visitors of the town. The purpose of this chapter is to regulate the construction of towers to avoid potential damage to adjacent properties from tower failure, and falling ice or other debris, to maximize the use of existing and new towers in order to reduce the number of towers needed, to minimize potential hazards to low flying law enforcement and medical helicopters, to restrict towers that adversely detract from the natural beauty of the town by discouraging visual eyesores and to minimize the negative economic impact on tourism.
(B) The Board of Commissioners specifically avers that this chapter is not enacted with any consideration of the environmental health effects of radio frequency emissions.
(C) The Board of Commissioners specifically avers that this chapter is not enacted for purposes of regulating or interfering with any individual’s use of his or her personal telephone unit (mobile, analog, digital or otherwise).
