The state legislature has, in G.S. Chapter 143, Article 21, Part 6; G.S. Chapter 160A, Article 8; G.S. Chapter 160D, Article 7; G.S. Chapter 160D, Article 11; and G.S. Chapter 160D, Article 13, Part 2, delegated to local governmental units the responsibility to adopt regulations designed to promote the public health, safety, and general welfare. Therefore, the town’s Board of Commissioners does ordain as follows.
