For the purpose of making inspections, the Code Enforcement Coordinator or Officer is hereby authorized to enter, examine and survey at all reasonable times, nonresidential buildings and structures. If entry upon the premises for purposes of investigation is necessary, the entry shall be made pursuant to a duly issued administrative search warrant in accordance with G.S. § 15-27.2 or with permission of the owner, the owner’s agent, a tenant or other person legally in possession of the premises.
