(A) Complaints and all orders issued by the Housing Inspector shall be served by the Housing Inspector upon persons either personally or by registered or certified mail, but if the whereabouts of such persons are unknown and the same can not be ascertained by the Housing Inspector in the exercise of reasonable diligence, the Housing Inspector shall make an affidavit to that effect, and the serving of such complaint or order upon such persons may be made by publishing the same pursuant to G.S. § 4, Rule 4(j1).
(B) Where service is made by publication, a copy of the complaint or order shall be posted in a conspicuous place on the premises affected by the complaint or order; in the case of the complaint, it must be posted at least ten days prior to the hearing. Service shall be complete on the day when the complaint or order is received by or delivered to the person, or the first date of publication of the complaint or order.
