§ 130.06 PUBLIC CONSUMPTION OF BEER AND WINE PROHIBITED.
   It shall be unlawful for any person to consume or possess any alcoholic beverage in or upon any public area or street, sidewalk, alley, parking lot, public utility, railroad right-of-way or any property leased from the town, except at locations and under the conditions listed below:
   (A)   Possession and consumption of alcoholic beverages shall be permitted in or upon any property or structure leased from the town; and
   (B)   Possession and consumption of malt beverages and unfortified wine is permitted during any function, festival, or celebration organized and sanctioned by the town when conducted on a public street, sidewalk, or other publicly owned area pursuant to a written permit issued by the Ranlo ABC Officer/NC ABC Commission or his or her duly authorized representative. This permit, when issued, will be subject to all ABC regulations and shall designate the boundaries of the event and temporarily close those streets or portions thereof within the boundaries for general public use. Applicants must demonstrate proof of proper insurance for the planned event and make adequate provision for traffic control and public safety. The ABC Officer or his or her representative may place such additional restrictions on the event as he or she deems reasonably necessary to ensure public safety and convenience.
