The provisions of this chapter with respect to the original issuance of license shall not apply to those engaged in the businesses, trades, professions, occupations, or callings enumerated above who have been regularly licensed by the town or who have been so engaged in the town for a period of three years or more prior to the adoption of this chapter; provided, however, that the provisions of this chapter shall apply to all businesses, trades, professions, occupations, or callings from and after the date of the adoption of this chapter and all businesses, trades, professions, occupations, or callings shall be properly licensed as provided herein.
