Every driver shall thoroughly search his or her taxicab at the termination of each trip for lost articles which may be left in the cab by passengers, and any article found shall be immediately returned to its rightful owner, if he or she be known; otherwise, it shall be deposited with the owner or operator of the taxicab and shall, within 24 hours, be reported and turned over to the inspector.
