Any owner whose taxicab, for which a certificate has been granted, has been destroyed involuntarily, or who voluntarily destroys the vehicle, shall, as a matter of right, be issued a new certificate, upon application being made as herein provided, for a taxicab bought or obtained to replace the one destroyed. This shall be done within 30 days after the destruction, provided the owner has complied with all the provisions of this chapter.
