Every owner who sells or transfers title to a taxicab for which a certificate has been issued shall, as a matter of right, be granted a new certificate upon application being made as herein provided, for a taxicab bought or obtained to replace the one sold or transferred. This shall be done upon written application within 30 days after the vehicle is sold or transferred, provided the owner has complied with all the provisions of this chapter.
