§ 110.15 CONDITION PREREQUISITE TO GRANTING.
   (A)   No certificates shall be granted until the Board of Commissioners shall, after hearing, declare by resolution that public convenience and necessity requires the proposed taxicab service.
   (B)   If the Board of Commissioners decides that public convenience and necessity requires the proposed taxicab service, the applicant shall be granted the number of certificates applied for; provided, the owner thereof shall have complied with all the provisions of this chapter and the laws of this state and that the applicant’s court record is not such as would make it against the public interest for the application to be granted.
