For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CERTIFICATE. Certificate of public convenience and necessity issued by the council licensing the operation of taxicabs.
DRIVER. Any person who drives a taxicab.
INSPECTOR. Inspector of taxicabs of the town.
MEMORANDUM CERTIFICATE. The card issued by the inspector to a taxicab owner for display within a taxicab indicating that the taxicab has been granted a certificate of public convenience and necessity.
OWNER. Any person to whom a certificate of public convenience and necessity for the operation of taxicabs has been issued.
PERSON. Any individual, partnership, association, corporation, or other organization owning or operating, or proposing to operate, taxicabs within the town.
STREET. Any street, alley, avenue, or highway over which any person drives or operates taxicabs between the town to points not incorporated but within a radius of five miles of the town.
TAXICAB. Any motor vehicle seating six or fewer passengers and the driver operating upon any street, on call or demand, accepting or soliciting passengers indiscriminately for hire between points along the streets as may be directed by the passenger so being transported, and shall not include motor vehicles or motor carriers as defined in G.S. Chapter 62-3.
