   (A)   Traffic-control signals shall be installed at the following locations:
      (1)   N.C. Highway #7 and Spencer Mountain Road; and
      (2)   N.C. Highway #7 and Church Street.
   (B)   Vehicles may not turn right on red lights after coming to a complete stop on the following streets: N.C. Highway #7 at Spencer Mountain Road.
