Nothing in this subchapter shall be constructed as punishment of the practice of operating a golf cart on public streets or roads, or a guarantee that compliance with this subchapter will not result in injury to a golf cart operator. Further, is not the intent of the town that this subchapter create any liability or cause of action did not exist prior to the enactment of this subchapter.
