The following shall be construed to be a violation of this subchapter:
(A) Operating or allowing operation of a golf cart on a public street or road without proper registration, except as otherwise provided herein;
(B) Operating or allowing operation a golf cart on a non-approved public street or road (to include not crossing directly over such road);
(C) Impermissibly operating or allowing impermissible operation of a golf cart on a public sidewalk;
(D) Operating or allowing operation of a golf cart on private property without owner’s permission;
(E) Operating or allowing operation of a golf cart in an area where a special event or emergency is occurring and after being notified by police to leave;
(F) Operating or allowing operation of a golf cart on a public street or road by a person less than 16 years of age;
(G) Operating or allowing operation of a golf cart on a public street or road by a person that does not possess a valid driver’s license or learner’s permit allowing for the operation of motor vehicles on the highways of the state;
(H) Operating or allowing operation of a golf cart on a public street or road in violation of any restriction upon the operator’s driver’s license or learner’s permit;
(I) Operating a golf cart on a public street or road without driver’s license or learner’s permit in the operator’s physical possession;
(J) Operating or allowing operation of a golf cart on a public street or road when the number of passengers riding in or on the golf cart exceeds the number of passengers that it was designed to carry;
(K) Operating or allowing operation of a golf cart on a public street or road when passengers are seated in areas that are not designed to transport persons;
(L) Operating or allowing operation of a golf cart on a public street or road at a speed or in a manner that is not reasonable and prudent given existing conditions;
(M) Operation or allowing operation of a golf cart on a public street or road at a speed in excess of 20 mph;
(N) Failure to operate golf cart on extreme right of public street or road or otherwise yield right-of-way to other vehicular or pedestrian traffic;
(O) Operating or allowing operation of a golf cart on a public street or road in a manner that impedes the normal flow of vehicular or pedestrian traffic;
(P) Operating or allowing operation of a golf cart at night on a public street or road when the golf cart does not have the equipment required by § 71.47(J);
(Q) Operating or allowing operation of a golf cart on a public street or road that does not have in working order the equipment required by § 71.47(K);
(R) Operating or allowing operation of a golf cart on a public street or road that does not have the liability insurance required of § 71.47(L); and
(S) Operating or allowing operation of a golf cart on a public street or road in violation of G.S. Chapter 20.
