(A) Under the authority of this subchapter, golf carts may only be operated within the town, and only on APPROVED PUBLIC STREETS AND ROADS, defined herein as those public streets and roads with a posted speed limit for motor vehicles of 25 mph or less.
(B) Notwithstanding the provisions of division (A) above, golf carts may cross directly over the following non-approved public streets or roads in order to access approved public streets or roads:
(1) Spencer Mountain Road; and
(2) Highway 7.
(C) Golf carts shall not be operated on public sidewalks except to cross directly over to a public street, road, or other area authorized for golf cart operation by this subchapter.
(D) For the purpose of this section, DIRECTLY shall mean the shortest reasonable distance from the approved public street, road, or other area authorized for golf cart operation whose access is sought, to the opposite side of the non-approved public street, road, or sidewalk.
(E) Golf carts shall not be operated on or across any private property without the permission of the property owner. Nothing in this subchapter shall be construed to limit any other legal remedy that the town or a private property owner may have for such trespass.
(F) During special events or emergencies, any police officer supervising or controlling traffic may temporarily suspend or otherwise alter the operation of golf carts at the location where the special event or emergency is occurring, if that officer believes that such action is warranted in interest of public safety. If an officer suspends or alters the use of golf carts under this subchapter, the officer shall restore such operation as soon as the special event is concluded or the emergency has abated.
