A license plate shall not be transferred from one vehicle to another and shall not be used by any person upon any motor vehicle except the one for which it was issued, nor shall it be used upon the vehicle except as long as the vehicle remains the property, or under the control, of the person to whom the tag was issued at the time of registration.
