This provision shall not apply to the following:
(A) The owner, operator, or lessee of a motor vehicle temporarily used in the town for a period not exceeding 30 days;
(B) A motor vehicle operated for demonstration purposes by manufacturers or dealers and displaying dealer’s license plates issued by the state; and
(C) Motor vehicles owned by the town, the state, or the United States of America.
