Every person owning, leasing, or operating a motor vehicle in the town shall annually register with the town tax collector, or other person as the town shall direct, and shall pay an annual registration fee prescribed and adopted annually by the Board of Commissioners. Upon receipt of the registration fee, the town tax collector or his or her agent shall furnish or cause to be furnished a metal tag evidencing the license, which tag shall be displayed on the motor vehicle at all times.
