§ 9. ORDINANCES.
   Ordinances and resolutions shall be introduced by the board of commissioners in writing or printed form. The yeas and nays shall be taken upon passage of all ordinances and resolutions and entered upon the journal or official minute book kept of all proceedings. All ordinances, including annual tax levy, appropriations, assessments for local improvements and emergency measures shall take effect as indicated therein except as may be otherwise required by the General Statures of North Carolina. All ordinances and resolutions, as finally adopted, shall be authenticated by signatures of the mayor and town clerk in minutes and otherwise as needed.
