(A) In the event of a water shortage, of any of the degrees of severity as hereinafter set forth, is determined to exist, in the professional opinion of the Director, threatening the health and safety of the public, the Town Manager is authorized and empowered, after communication to the Mayor and Town Commissioners, to give notice to the general public of the existence of such emergency and the severity thereof. In order to protect health, safety, and welfare of the public water supplied by public and private water systems, the Town Manager shall place in effect the restrictive provisions hereinafter authorized at the level appropriate to mitigate such condition(s). Notification of water restrictive provisions shall be publicized through the general news media or any other means as deemed necessary for making such resolutions public.
(B) In the event of a sudden severe water shortage by a disrupted waterline or some other malfunction of the town water system, the Director shall immediately advise the Town Manager, who may immediately place into effect the appropriate restriction provisions authorized herein.
(C) Once a stage of water restriction is declared, the Director shall review the water available to the town water system at least once per day. Following a periodic review, the Director shall notify the Town Manager of available water supply and recommend a higher or lower stage of restriction, should the available supply and demand require such action. The Town Manager shall then declare the appropriate water restriction.
