§ 54.17 GARBAGE DUMPSTER EMPTY.
   (A)   Generally. The city shall empty dumpsters from each residence and business establishment within the present and future corporate limits of the city, and all residences, non-residences, and business establishments receiving city water and/or sewer service. The Public Works Supervisor may choose to add/deny additional garbage pickup locations outside of the corporate limit.
      (1)   All two-yard dumpsters will be approved by the Public Works Supervisor;
      (2)   All garbage must be secured in a two-yard dumpster;
      (3)   Dumpster must have attached lids that close on the dumpster to limit animal, weather, or other access;
      (4)   Dumpster must have four casters that work as designed;
      (5)   (a)   Dumpster container cannot have holes from damage or rust or other that allow garbage to fall out;
         (b)   Dumpster containers that do have holes allowing garbage to fall out, will not be emptied;
      (6)   Garbage in dumpster should be bagged if baggable;
      (7)   Garbage in dumpster should not prevent lids from closing;
      (8)   (a)   Dumpster lids shall be accessible, no garbage will be placed on top of lids;
         (b)   Lids that are not accessible, dumpster will not be emptied;
      (9)   Dumpster shall be accessible for empty as scheduled;
      (10)   Dumpster blocked or not accessible will not be emptied;
   (B)   Service fee. The monthly garbage removal service fee shall be listed on the master fee schedule available on the city webpage and at the city administration building for residential, non- residential, and commercial service. Commercial rates shall be set per business. Rates may be modified by the governing body of the city from time to time.
   (C)   Service provided weekly. Garbage removal service referred to herein shall be provided to each and every residence within the present and future corporate limits of the city, not less than once each week.
   (D)   Non-residential, business, and institution garbage removal service. Any garbage removal service provided by the city to any non-residential customers, as well as businesses and institutions within the present and future corporate limits of the city, shall be governed by the terms, rates, and provisions agreed upon between such non-residential, business, and institution customers and the city.
