If the sanitary sewer system of the city is available, the operator of a trailer camp shall make available connections for each trailer house to such system and shall be primarily responsible for such connection. If the city sanitary sewer system is not available to the premises, the operator of such trailer camp shall make other provisions for such plumbing facilities subject to the rules and regulations of the Board of Health.
