All such trailer camps shall be maintained under the management and supervision of the owner or person in control of the premises on which the same is located or of a duly authorized representative of such owner who shall be personally responsible for the maintenance of trailer camps in accordance with all sanitary and fire protection rules and regulations of the city and the state.
