Every junk dealer shall keep and confine the goods and materials received or held by him or her within the limits of the premises for which license is granted and none of the same shall be placed or be allowed to remain upon any adjoining property, sidewalk, street or alley, only except as may be necessary in the loading or unloading of the same and, in any event, the same shall be promptly removed therefrom.
