§ 113.31 LICENSE APPLICATION; ORIGINAL APPLICATION.
   All applicants for an original license under this subchapter shall file a written application for such license with the City Clerk and with said application, pay to the city the sum of $150, the fee for said license. Said application shall state the name of the owner and operator of said business and the location of the proposed business. The City Clerk shall submit said application to the Mayor and City Council who shall make such investigation as may be necessary of the proposed location set forth in said application, and shall grant such license only if they deem the operation of the business in said location will not be injurious to the public health, safety, and welfare, and that the same will be enclosed by a screened fence which shall be seven feet tall and constructed so as to eliminate the possibility of entry and exit by children and animals, and that they are reasonably satisfied that the premises proposed meet the requirements of this subchapter. In addition, said application must set forth a uniform procedure for controlling rats and other vermin to the satisfaction of the City Council. If the application is granted, the City Clerk shall forthwith issue a license authorizing the applicant to engage in the business as a junk dealer.
