It is hereby declared to be a nuisance and unlawful for any person, firm, or corporation to store or deposit on or cause to be stored or to be deposited any junk on any premises located within the fire limits of the city as defined in §§ 92.25 through 92.29 of this code, except as is hereinafter provided, or on any premises outside the fire districts of said city located within 300 feet of any building used either for business or residential purposes or both such purposes, except when said premises are operated and maintained by a licensed junk dealer licensed under the terms and conditions hereinafter set forth.
