The parks of the city shall be opened daily to the public during the hours of 5:00 a.m. to 11:00 p.m. of any one day and from November 15 to March 15 of each year said parks shall be closed permanently to motorized vehicles, and it shall be unlawful for any person or persons, other than city personnel conducting city business thereon, to occupy or be present in the city parks of the city during any hours in which the city parks are not open to the public; provided, however, the Mayor or chairperson of the Park Board may extend by permit the hours for the use of the city park facilities to groups, associations, or organizations desiring to use the city park facilities for a particular purpose; provided, any person engaged in authorized sport activities using playing fields may continue after closing until completed at which time said persons shall vacate the premises immediately.
