Any person wishing to discharge high explosives within the city must secure a permit from the governing body and shall discharge such explosives in conformance with their direction and under their supervision, and in no case shall any person perform blasting operations, unless operating under the direct supervision of a person in possession of a valid user’s permit issued by the State Fire Marshal.
