It shall be unlawful for any person to obstruct the use of a fire hydrant or turn on without authorization of the Fire Chief or any member of the Fire Department, or have or place any material within 15 feet of the said hydrant. Any vehicle or material founds as an obstruction may be immediately removed by the Fire Chief of any member of the Fire Department at the risk, cost, and expense of the owner or claimant.
