§ 91.09 VAULTS.
   (A)   There shall be no burials in the city public cemetery, unless the casket shall be placed in, or covered by, a concrete or steel box, vault, or grave liner so designed and constructed, as provided support for the overlying and adjacent earth or ground, including any weight of trucks and equipment that can reasonably be expected, and any monuments or markers erected or to be erected above or adjacent to such grave, such design and construction to be such as to provide no substantial deterioration in such box, vault, or grave liner and its support capabilities in a 50-year period.
   (B)   Any person, mortician, undertaker, or other person arranging for or requesting burial to buy or to arrange for the burial of any casket or body in said cemetery without arranging for the placement of a proper box, vault, or grave liner as herein provided, shall be guilty of a Class V misdemeanor.
