Any person who shall own, keep, or harbor a dog over the age of six months, or a cat over the age of three months, within the city shall, within 30 days after acquisition of said dog or cat, or within 30 days of establishing residence within the city while in possession of such dog and/cat, acquire a license for each such dog or cat and renew said license annually by or before May 1 of each year. The said tax shall be delinquent from and after May 10; or harbored within the corporate limits subsequent to payment of the dog or cat tax levied herein and such tax shall be delinquent if not paid within ten days thereafter. Dog and cat licenses shall be issued by the City Clerk upon the payment of a license fee of $5 for each male and spayed female, and $10 for each unsprayed female. In the event that a license is not acquired by the required date, a late fee in the amount of $25 shall be charged in addition to the above license fee. Said license shall not be transferable and no refund will be allowed in case of death, sale, or other disposition of the licensed dog or cat. The owner shall state at the time the application is made and upon printed forms provided for such purpose, his or her name and address and the name, breed, color, and sex of each dog and/or cat owned and kept by him or her. A certificate that the dog or cat has had a rabies shot, effective for the year of the license, shall be presented when the license is applied for and no license or tag shall be issued until the certificate is shown.
