(A) The Water Commissioner or his or her duly authorized agents shall have free access at any reasonable time to all parts of each premises and building to or in which water is delivered for the purpose of examining the pipes, fixtures, meters, and other portions of the system to ascertain whether there is any disrepair or unnecessary waste of water.
(B) If any property owner refuses access to a water meter either by the appointed agent of the city or by an employee of the city for the purpose of reading said water meter, then said property owner shall be charged a monthly rate for water and sewer use ten times the current minimum monthly charge for each month thereafter until said property owner allows access to the water meter on his or her property. If said property owner refuses said access for a period of more than three months, water service shall be terminated.
