The governing body has the power and authority to fix the rates to be paid by the water consumers for the use of water from the Water Department. All such fees shall be on file for public inspection at the office of the City Clerk. The City Clerk shall bill the consumers and collect all money received by the city on the account of the Water Department. He or she shall faithfully account for and pay to the City Treasurer all revenue collected by him or her, taking his or her receipt therefor in duplicate, filing one in the Water Department’s records and keeping the other in his or her own official records.
