The City Council shall be the Board of Appeals and Adjustments for this City, and have the powers granted under Minn. Stat. §§ 462.357, Subd. 6 and 462.359, Subd. 4. Appeals to the City Council acting as the Board of Appeals and Adjustments may be taken by any affected person where it is alleged that there is an error in any order, requirement, decision, or determination made by an administrative officer of the city in the enforcement of the zoning code. No mailed or published notice of the hearing on the appeal is required. When the City Council is acting as the Planning Commission, all appeals shall be made to the district court in the First Judicial District.
