The Mayor shall, with the approval of the Village Board, proceed to appoint a board of three Trustees for the public library, chosen from the citizens at large with reference to their fitness for such office. Trustees of the Library Board shall serve without compensation, but shall be reimbursed for their actual and necessary expenses incurred in the performance of their duties from library funds.
