No state or local government unit and no government official or employee acting in the course of his or her official duties in the administration or enforcement of § 70.11 of this chapter and related
provisions of this traffic code shall be liable for any damages, brought directly or indirectly by the injured party or a third party, except for damages resulting from willful and wanton misconduct or gross negligence on the part of the government unit, official or employee.
