(A) A copy of this subchapter, properly certified by the Village Clerk, shall be filed in the office of the county’s Recorder of Deeds and shall be deemed notice to all owners of real estate of the charges of the water and sewer systems of the village on their properties.
(B) Each user shall be notified at least annually, in conjunction with a regular bill, of the rate and that portion of the user charges which are attributable to wastewater treatment services.
