§ 33.23 APPOINTMENT OF PATROL OFFICERS.
   A sufficient number of patrol officers shall be appointed by the Mayor, by and with the advice and consent of the Village Board to serve for one year or until his or her successor is appointment and qualified. A police officer may be appointed to office by the Mayor and Village Board if he or she meets the necessary qualifications, notwithstanding the fact that the police officer is not a resident of the village when appointed or when he or she is to serve as such an official.
