Any scaffolds or ladders placed in a position that they overhang or can fall into any public street alley or other public way in the city shall be firmly and properly constructed and safeguarded; and it shall be unlawful to place or leave any tools or article on any place in a manner that the same can fall onto any street, sidewalk alley or other public way from a greater height than four feet.
