It shall be unlawful for any person, firm or corporation to post any bills or advertisements, or place any signs, in or on any public property without the authority of the Council, and it shall be unlawful to post any bill or advertisement, or place any sign on any property without the consent of the a owner thereof. An exception, however, is granted to church directional signs which may be placed on public property without the authority of the Council, provided the signs shall be no larger than 18 inches by 24 inches and placed on a regulation sign post and be so placed that they will not block any regular traffic signals or interfere with traffic in any way.
